We've added a beta feature to import multiple users and rolled it out to a few number of sites. We've added yours to the list of sites that has this feature.
To access the Import Multiple Users feature, select Admin > Create User
Then click the link at the top right to Import Multiple Users.
It definitely saves a lot of time when creating lots of users all at once. I hope you like it!
